ARCHIVED: Technical Review Process for Intensive Livestock Operations

The objective of this program is to provide support to local governments and proponents of intensive livestock operations through the technical review of proposals, including any revisions that may be brought forward. The review is based on guidelines as published by Manitoba Agriculture, Food and Rural Initiatives and any other technical information as appropriate.

Eligibility Criteria

Rural Municipality/Local Government District Council seeking information on a livestock proposal.

Summary

The Technical Review Team is chaired by a Director from Manitoba Agriculture, Food and Rural Initiatives and includes appropriate representatives as assigned by Conservation, Intergovernmental Affairs, and Agriculture, Food and Rural Initiatives.

PROCEDURES

Proposal referred to the Technical Review Committee by Rural Municipality:

  1. Technical review completed by the committee, and a report provided to Rural Municipality/Council and the proponent.
  2. Council has opportunity to respond to the report, identifying any concerns and further questions.
  3. Proponent Council may request to respond to any technical review concerns, submitting a revised proposal if warranted to meet the concerns.
  4. Technical report of the committee (or subsequent interim report if further issues need to be dealt with) is filed in Public Registry with Manitoba Conservation.
  5. Once municipal council has approved proposal and/or issued a building permit, proponent must obtain approval from Manitoba Conservation for manure storage structure, manure management plans, water rights license (eg. well) and other permits as required.
