Customs Automated Data Exchange (CADEX) and Customs Declaration (CUSDEC)

The Customs Automated Data Exchange (CADEX) and Customs Declaration (CUSDEC) are electronic data interchange (EDI) systems offered by the Canada Border Services Agency (CBSA), allowing importers and brokers to file customs accounting documents electronically.

This provides clients who qualify the benefit from Release on Minimum Documentation (RMD) privileges that mean no longer having to submit paper copies of accounting documents.

Eligibility Criteria

Importers or customs brokers who can transmit data electronically to the department are eligible. Applicants must post security with the CBSA.

Summary

Customs Automated Data Exchange (CADEX)

The CADEX system provides importers and brokers the ability to transmit their accounting documents, for goods already released, in an electronic format to CBSA, thereby removing the need to present hardcopy versions of the documents.

This system also enables participants to query certain CBSA files, receive K84 accounting data, as well as receive release notifications, file updates and listings or releases for which acquittal is overdue.

Customs Declaration (CUSDEC)

CUSDEC offers the same opportunities as the CADEX system. However, the electronic data is transmitted to the CBSA using the international programming language known as UN / EDIFACT (United Nations / Electronic Data Interchange for Administration, Commerce and Transport).

Please note that CUSDEC clients do not receive release notifications and therefore are required to sign up for the Release Notification System as well.

Conditions

Users must purchase application and communications software, and they have to pay for their telecommunications costs.

Applicants must post security with CBSA before they can obtain release of imported goods from any customs office and pay duties and taxes monthly at the office of their choice.

Applicants must have their systems tested before they can transmit data. The length of time to complete the testing will depend on individual applicants.
