Summary

  1. Individuals interested in borrowing materials from the Canada/Manitoba Business Service Centre (CMBSC) must provide identification providing their current address and telephone number. A driver’s license is preferred but Manitoba Health card is adequate (provided the address information is current). Only permanent or long-term residents of Manitoba can apply for a library card. This card must be presented every time items are borrowed. 
     
  2. Borrowers can take out any two items at a time. The loan period for most items is two weeks. Certain items are available for a three week loan. This is indicated on the item itself. Unless a title is marked on the case or bag as being two items it is considered to be one item.
    New borrowers may only borrow one item for their first three times. After that they may borrow two items.
    Rural borrowers have an additional week added to their loan period to account for the increased difficulty they may have returning materials.
     
  3. Items may be borrowed and returned using registered mail or courier but this is at the borrower’s expense. The use of regular mail is not allowed.
    Items may be returned to any branch of the Winnipeg Public Library which will return them to the CMBSC.
    Note that in both cases items will not count as being returned until they are received at the CMBSC.
     
  4. Borrowers will be held liable for any losses or damage and will be billed the full replacement cost. In the case of a few items this cost can be as high as $1,200.00.
     
  5. The loan period can be extended over the phone or by e-mail for an additional period (i.e. 2 or 3 weeks) provided no hold has been placed on that item. (The extra week for rural borrowers is only added once).
     
  6. If items have not been returned by the due date, borrowers will receive one reminder by letter and given one week to return the materials. After that time period has passed, the matter will be handed over to a collection agency for the replacement value of the materials and your borrowing privileges will be revoked.
