A person or company who proposes to export a substance specified in the Export Control List in Schedule 3 to the Canadian Environmental Protection Act, 1999 (CEPA 1999).

The Canadian Environmental Protection Act, 1999 (CEPA 1999) is an Act respecting the protection of the environment, human life and health. Its twelve parts include powers and provisions to:
Environment Canada administers the Act on behalf of the federal government, but develops regulations and guidelines jointly with Health Canada.
The Export Control List Notification Regulations are instrumental in the implementation of subsection 101(1) and section 103 of CEPA 1999.
Substances listed in the Export Control List of Schedule 3 of CEPA 1999.
A person proposing to export a substance listed in the Export Control List of Schedule 3 in CEPA 1999 is required to provide written notice at least 7 days prior to the proposed export and to file corrections to the notice within 30 days of learning of them. The exporter is further required to provide an annual report of the actual exports on or before January 31 of the year following the exports. The Regulations specify the information to be provided in the notice and annual report as well as the records that must be kept at the exporter's principal place of business in Canada for a period of five years.
