Importers and exporters of goods in transit.
Under the Export and Import Permits Act , all goods and technologies controlled by virtue of having been placed on the Export Control List or Import Control List, require that an exporter first receive a federal export or import permit from International Trade Canada (ITCan) before the goods are exported or imported for the purpose of transiting Canada, unless the goods or technologies are "in bond on a through journey on a billing that originates outside Canada" (all destinations other than the United States) and is destined to another country outside Canada. This Act serves to place restrictions and quotas on the export and/or import of certain goods specifically identified in the above noted lists, or the export of all goods to countries specifically named in the Area Control List (ACL) (as of December 14th 2006, only Angola, Belarus and Burma (Myanmar)), and brings into force provisions of various trade agreements and international commitments that Canada has entered into with other countries.
Item 5401 of the Export Control List stipulates that:
"All goods originating outside Canada that are included in the export control list, whether in bond or cleared by Canadian Customs, other than goods that are in transit in bond on a through journey on a billing that originates outside Canada where the billing:
