Under the Export and Import Permits Act (EIPA) the Governor in Council may establish an Import Control List (ICL) and include therein any product, the import of which is deemed necessary to be controlled for one of several purposes outlined in the Export and Import Permits Act, including the implementation of an intergovernmental arrangement or commitment.
Products on the list may be subject to a quantitative import restriction and require a permit for importation into Canada. The Minister may determine a method for allocating an import quota for goods on the Import Control List.
