The Telecommunication Engineering and Certification Directorate provides technical information on standards for information and communications technology (ICT) to Canadian companies.

It is responsible for the ICT Standards Advisory Council of Canada (ISACC) Secretariat, formerly know as TSACC. It provides support to the industry through its Mutual Recognition Agreement (MRA) program, the Certification and Engineering Bureau with its National Equipment Compliance Enforcement Centre (NECEC) and chairs the Terminal Attachment Program Advisory Committee (TAPAC), which is a forum where the industry can discuss terminal equipment regulations.

Eligibility Criteria

The Directorate provides information and support to all Canadian companies that manufacture hardware and software and provide services in the ICT sector.

Summary

In order to disseminate information about standards for information technology and telecommunications, the division supports the industry through activities such as:

  • the implementation of Mutual Recognition Agreements in the radio, telecommunications and electro-magnetic compatibility sectors by consulting with the industry, coordinating during the negotiation and implementation processes;
  • the support of TAPAC - TAPAC advises Industry Canada on regulatory requirements for terminal equipment;
  • the identification of needs for standards and referral to standard development organizations as appropriate;
  • the maintenance of Web sites for ISACC, TAPAC, MRA, and links to other ICT standards organizations;
  • the coordination and support of ISACC which recommends strategies for domestic and international ICT standards development, implementation and promotion, through the existing infrastructure, which will meet the needs of Canadian users, industry, and government. ISACC's activities are accomplished through its working groups; and
  • the provision of advices to Industry Canada on such matters as may be appropriate.

The Certification and Engineering Bureau is responsible for the certification of radio equipment, control and maintenance of the Radio Equipment List and Terminal Equipment List as well as market surveillance and enforcement in relation to equipment conformity through the operation of the National Equipment Compliance Enforcement Centre (NECEC).
